Why no setup fee charged on product upgrade?

Doing some testing and I find the setup fee is not being charged when a client makes an upgrade. Only the recurring fee is charged to the invoice for the new option.

 

When a hosting order is upgraded by the addition of a product configurable option, which has both a setup fee and a recurring fee, should the setup fee not be included in the invoice for the new upgraded option?

 

Any settings I'm missing or setting incorrectly?
