I currently run a system that offers free accounts as a loss leader, and I currently run the MaxMind fraud module to keep those pesky spammers from abusing the system. However, even though I have the threshold for blocking orders set to a fraud score of 3 or higher, the free accounts are still created, and placed under the "fraud" category.
