A couple of questions about admin emails

Where do I set what the admin notification email address is? Is it possible to change it? (I mean the address that gets notified when a new account is created, etc)

 

Also, when I email a client a custom invoice notification, shouldn't that get CC'd to the admin notification email? Is there a copy somewhere? Besides the little message that says it was sent successfully, how do I know that it was actually sent out?
