No, absolutely not.

You'll need to deposit enough money into your master account so that after the PayPal fee deduction you have at least $7.95 to transfer in to your "Customer" account.

what happens if i dont have enough in my master account?

i mean couldnt i just set it up so that when a customer pays me for the domain, that money goes directly toward registering the domain with the registrar??

You actually need the money in your Customer account, but you have to get it there by transferring from the master account. Still, I guess your question applies either way.

You should at least put ten bucks in your master account, transfer what is left after the PayPal fee to your Customer account, and go from there. If you sell domains and have insufficient funding, the domain registration will fail and you'll still have to add funds. The end result is that the registration will take a lot longer than if you had some money in there to begin with.
