Support Ticket Departments Order

When I was going back to add descriptions to my support departments, when I added a description, it caused the department to change order to be first. Tehn after all the departments were added, the down arrows were missing from the departments to move them down in order. After trial and error, I was able to get it back in order, but something got screwed up with the ordering system.

Upgraded from 3.5.
