That was nothing to do with the .tpl file. Your server configuration has URL file-access disabled, like it says in the WARNING message that you received. That should have been a huge indication for you right there.

 

Create a php.ini file in the directory for whmcs with:

allow_url_fopen On

allow_url_include On
