Domain Registration Hooks Not Fired on Module Queue Retry

When a domain registration initially fails and is placed in the WHMCS Module Queue, successfully retrying the action from the queue does not trigger the standard post-registration hooks (AfterRegistrarRegistration or AfterRegistrarRegister). The domain is registered correctly with the registrar, but any custom logic or third-party integrations relying on these hooks are completely bypassed. This breaks the expected workflow and can lead to incomplete setups or data inconsistencies.
WHMCS Version: This issue has been observed and confirmed on version 8.12.1.
