We use https://www.quantumgateway.com/ for our Merchant Services, which stores the card number in their Secure Vault. A customer can update their card on file and it does update the Quantum Gateway Secure Vault but the WHMCS Client Area still shows the old card (last 4 digits). There's a notice on the Client Area page "Changes you make here will be saved but not all changes will be reflected when viewing the payment method within our client area." but this has been confusing for some of our clients. Is there a way to fix this so the Client Area card number gets updates too?

Clear the cache of the TPL files, this may solve the problem. Since I have never heard of such a problem before, it is not correct to say anything clearly, but I can only give advice.
