What is the version hash used for?

This is how it's added to the end of the "scripts.min.js" request URL on the twenty-one template

/whmcs/templates/twenty-one/includes/head.tpl

<script src="{assetPath file='scripts.min.js'}?v={$versionHash}"></script>

It's also added to the end of the "all.min.css" request URL. I am guessing it has something to do with caching.  I don't add or check that on my custom provision module JS and CSS files but I am wondering if I should.
