Billing one company for multiple clients

Hello, we have a client (let's call them "Master client") who want us to bill them for all domains, products and services for around 20 of their clients which already have an account on our WHMCS. Those 20 clients should not receive any invoices.

Now, we see an option to add all of the products and services from 20 clients into the Master Client account and add them as users, but then they would be able to see/modify all domains and services.

Is there another way to basically charge only one account for 20 (or any other number) of other accounts while still allowing those 20 accounts to manage only their own products, services and domains?
