Cart hook what does it do and how is it applied

Regarding hooks, for the Cart. I am trying to display the cart as a sidebar on the confdomains (when adding/removing for example dns management the cart automatically updates , recaltotals function I guess) stage and checkout stage. Like for example when pressing on a vps option and an ajax cart is always present on the right of the page and is updating automatically. How can this be achieved ? 

And what does this do exactly ? How do I apply this hook ? Can a hook achieve what I asked ?
