Cron Automation Error

Hi All

Wonder if someone can point me in the right direction with why my automation cron is failing

 

I have setup a new Server with full root access and restored the database on a new server,  everything think is working accept automation cron

i've installed php 7.3

when i run the command manually via shh im getting the following

command: /usr/bin/php -q /var/www/html/members/crons/cron.php

command: php -q /var/www/html/members/crons/cron.php

how do you suggest i get this working? I've tried googling and i'm not coming up with anything its the only thing not working currently that im stuck with

IonCube is installed as it shows up in the phpinfo.php

And correct me not if ioncube wasnt working then the rest of the whmcs site wouldnt work as that needs ioncube right??

Any Help would be really helpful as this is a stumbling block i cant seem to fix

What do you get if you SSH to your server as root and enter 

php -v
