decryptpassword not working

it gives error

we want to get client password in text

Setup > Staff Management > Manage API Credentials > API Roles > Select your role > System. Make sure you have DecryptPassword enabled.

But now i am getting issue

Array ( [result] => error [message] => Error generating JSON encoded response: Malformed UTF-8 characters, possibly incorrectly encoded )

may be password in swedish characters so problem is coming .. it works for some fine and for some this issue comes
