support ticket not found when multiple email addresses in to: field

a client just sent a message to one of our support department email addresses, but no ticket was created. Looking at the email import log I see that WHMCS reports "Department Not Found"


The client (accounts person at client company) had sent the email with two addresses in the to: field, the first being our support department email address and the second being the client's main contact email address.


to recreate:


send an email to your support department with an additional address in the to: field.

testing a bit more I see that this works sometimes and sometimes not


This worked:


To: Billing & Payments <accounts@mydomain.com>, person@anotherdomain.com


But this didn't:


To: Billing & Payments <accounts@mydomain.com>, test person <person@anotherdomain.com>


Where accounts@mydomain.com is the support ticket email address


Is WHMCS getting confused by the multiple sets of <> in the to: field?
