"Send Email" checkbox for manual order does not seem to work?

When creating a new order for a client manually, there are three checkboxes: Order Confirmation, Generate Invoice, Send Email
I assume the "Send Email" option refers to sending the "Invoice Created" email for the generated invoice, but my test shows it has no effect. The invoice email is not sent (not a mailing issue because no Invoice Created email shows up in Activity Log). 
Using 7.5.1. Is this a bug?
