Being Told to Install IonCube to Install WHMCS When It Is Already Installed

Hello,

I am currently using CentOS 7 with PHP 5.6

I have downloaded WHMCS 7 and have the following output when running 

php -v
ea-php-cli Copyright 2017 cPanel, Inc.
PHP 7.0.29 (cli) (built: Apr  5 2018 20:30:36) ( NTS )
Copyright (c) 1997-2017 The PHP Group
Zend Engine v3.0.0, Copyright (c) 1998-2017 Zend Technologies
    with Zend OPcache v7.0.29, Copyright (c) 1999-2017, by Zend Technologies

When I visit my URL for the install/install.php file, this is what I am faced with:

Site error: the ionCube PHP Loader needs to be installed. This is a widely used PHP extension for running ionCube protected PHP code, website security and malware blocking. Please visit get-loader.ioncube.com for install assistance.

 

What am I doing wrong? I have been doing a lot of research and just can't figure this out...

I would like to clarify:

It seems that when I run 

php -v

in my main root directory, this is the response I get:

ea-php-cli Copyright 2017 cPanel, Inc.
PHP 5.6.35 (cli) (built: Apr  5 2018 20:30:39) 
Copyright (c) 1997-2016 The PHP Group
Zend Engine v2.6.0, Copyright (c) 1998-2016 Zend Technologies
    with the ionCube PHP Loader (enabled) + Intrusion Protection from ioncube24.com (unconfigured) v10.2.0, Copyright (c) 2002-2018, by ionCube Ltd.
    with Zend Guard Loader v3.3, Copyright (c) 1998-2014, by Zend Technologies
    with Zend OPcache v7.0.4-dev, Copyright (c) 1999-2015, by Zend Technologies

We can see that the right ionCube loader is there that I need... But when I go into my websites public_html directory and run the same command, these are the results:

Maybe this issue is that the user account is clearly using a different version of PHP and does not have the appropriate ionCube installation. I will change that to 5.6 and see how it goes
