I have assigned the tickets to each email, well, atleast I think I have.

 

The user(staff Member) who login has to be assigned to the departement the ticket is sent to.

Configuration > Manage Administrators > then click the edit button next to each Name and see what departements they are assigned to.

 

I believe if you have a Ticket ID then the ticket is there , you are just logging with the wrong user.
