The user(staff Member) who login has to be assigned to the departement the ticket is sent to. Configuration > Manage Administrators > then click the edit button next to each Name and see what departements they are assigned to. Admins can only reply to tickets by email, not open new ones, hence the "Ticket ID not Found" error. Try sending in an email from any other address.
