Increase max_execution_time Local Value

Hello

How to increase max_execution_time Local Value ?

I setting on php.ini 6600 but from admin Local Value always different and still 300 http://prntscr.com/im6vh2

I try methode from this post 

$overidephptimelimit=600;

but not working anymore, this makes me confused because it is looking for a source but does not make this solved.
