How to prevent order befores email verification

I don't understand the purpose of email verification if the lack of verification doesn't prevent the customer from doing anything. I offer free trial service and I would like to limit order placement to only verified email addresses,

my question is:

how do I prevent orders from being placed for non verified emails.
