SMS verification - Is it worth it?

A client of mine is having huge problems with fraudulent orders. It seems that these orders can not be addressed with standard solutions. I reviewed a lot of these registrations and they can easily pass all consistency checks, even manual ones. Basically you can not distinguish between legit and fraudulent orders. They keep ordering services paying a lot of money with stolen credit cards, paypal accounts and even using custom merchant gateways.

 

Now here is the question. SMS verification. I would like to know if it really works based on the experience of other providers. I am asking this because our lamers are capable of getting new seemingly legitimate IPs, emails, credit cards, paypal accounts and personal details very quickly and easily and I know that there are ways to bypass the mobile verifications using fake numbers. My client would like to try it before we implement a new system that forces clients to provide a copy of their ID card.
