State drop down plceholder doesnt show in standard_cart ?

I am not sure if you noticed this issue but in the final checkout page of standard_cart the State placeholder doesn't say "State" and has no Font Awesome icon.

There is also no Font Awesome icon for "Country" field.

 

Does anyone know how to fix this? See attached screenshot.

HTML <select> does not support placeholders, Images or Icons this is normal behavior
