Hosting free domain setting overriding promotion

When I build a website for someone I offer either free hosting for a year, 1 year registration of a .com domain or both of these items depending on my clients needs.

 

I have created a promotion with a 100% value and selected it to apply to any of my web hosting packages and "Domain .com."

 

The problem is if the free domain setting for the hosting package is set to "None" then the promotion code above is not applied to the domain registration (if a hosting package is also on the order) and the amount is added to the invoice. If the free domain is set to "Offer a free domain registration/transfer only" then the domain is free but doesn't show as part of the promotion discount. Also if someone buys hosting without the promotion code the domain is free.

 

I don't want the domain to be free unless the promotion code is used. How can I set this up? Is it possible for the promotion code to have priority over the free domain setting?
