Can I ask free product reactive their account every year?

Do you only provide free web hosting? If not, you could change the invoice reminder templates to tell users they need to create a ticket to keep their service active (or simply reply). You could then adjust the next due date accordingly.

 

If they don't create the ticket then the service would be suspended according to your automation rules giving your clients a second chance to create that ticket. After xx days that could then be terminated assuming they're no longer interested.
