Check clients as private and restrict some user access to them

We need to create a module or add-on to do that:

 

1) A resource to configure that certain administration users can’t view or edit customer information that are marked as private. For that it's necessary to add in "Clients Profile" a checkbox to check it as "private". It's also necessary to add in "Administrative Functions" a checkbox that "Allow access to Private Customers".

• Important: If a "Client Profile" is marked as "private", administrators who don’t have access to private clients can’t use the "send email function".

 

2) A resource for the "email templates" to have an option to select which group of administrators that can use the function "send email" or not.

 

3) In "Clients Profile" tab "notes" would be interesting if it had the resource "private", then only administrators who have access to the private content could view it.

 

Anyone here from Brazil or any other place that could be interested to develop it for us?
