Domain Registrars page not displaying header/footer

I have been running 5.1 for the past few months with no issue. Then I decided to upgrade our WHMCS to 5.2.3. The upgrade went smoothly and encountered no problems. All appeared to be fine. However the Domain Registrars page seems to have been broken and it doesn't display the admin area header or footer. This then makes the page useless as it needs the javascript functions for it to work. We are using the standard theme with no modifications and had no issues before the upgrade.

 

What could be causing this?

Edit: By enabling display_errors I can see I am getting this:

Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 54560 bytes) in /home/******/public_html/members/admin/configregistrars.php on line 0

I can set the memory limit to unlimited and this fixes the issue but I want to know why its happening now as it was never a problem before.
