send staff replies to entire department

I was looking for a way to have the reply sent to all deparment members when one member replies to a ticket and couldn't find anything that fit my needs. I did however see one or two "write it yourself" responses in various threads where others asked for similar functionality. SInce nothing ever came of those, I decided to give it a shot myself.

It's nothing big or fancy but it seems to get the job done.
