Using "user groups" instead of "promotion code" to give more complex discounts

If you want more detail, I should say:

 

I know that promotions are really good. They force users to purchase a service. OK. That is good, but it might not be enough.

 

We shouldn't ask users to just use promotions. Suppose that we find a way to put them into more discounted user groups (I don't know how, maybe by adding a module that selects more active user and puts them to more discounted user groups). OK?

 

User groups only lets us discount by percentage. That is not really enough. Promotion codes are very more complex and very better to discount.

 

Is there a way to think about user groups, as a promotion code? So we can have very more complex and hotter offers by their user groups. (And user automatically go to more discounted groups according to their registration date and/or total amount of their purchases)

 

Isn't there a way to DEVELOP this ability?
