If you are web developer and hoster you'll love it. This is my personal opinion of course. I use WHMCS from 2008 and i'm managing many WHMCS for hosting providers, web agencies and myself. It's great but learning curve is high so if you are new to WHMCS do a lot of tests before using it or find a developer.
