Browser hit on pipe.php creates a blank support ticket for client #2

I have to believe this shouldn't happen but while trying to get cPanel email piping working through an email forward with WHMCS v5.1.2 as recommended, I opened up my pipe.php file directly in my browser and it created an empty support ticket for my client #2. Each time I browsed to pipe.php a new ticket was created for client #2.

 

This also caused my system to send an autorespond email to my real client #2 telling him we received 'his ticket.'

 

I can't believe it is supposed to work this way? That could create a real mess if a bot starts hitting that file over and over? I renamed pipe.php for now since I couldn't find anything on here or the Internet to help me figure out if this was normal behavior and/or what to do about it?

 

I went back to cron with pop.php for now but I would like to know if pipe.php really is supposed to create anything when it is just hit with a browser from the public? My WHMCS website is anglerhosting.com / billing/. Thanks for any information.
