1. Can WHMCS monitoring send email? i want to built email marketing service.. i.e, customer can monitoring how many email sending through.

 

2. Can WHMCS generate smtp account ?

WHMCS will monitor your billing and account management (automated)

 

SMTP accounts etc are created in WHM/cpanel or wahtever control panel you are using as the same with clients monitoring their emails.

if you correctly set up your server settings in WHMCS then these will be created automatically within your control panel.
