If I issue this for an IP and client does not need anymore then can't I issue for any other account with another IP?

No WHMCS is licenced to a single domain/IP on a single server. you cannot purchase this and then sell or pass onto a client. if you want to issue licences to clients then you need to become a WHMCS reseller http://www.whmcs.com/resellers/

Then again, if you own it and are changing servers, you can move it to another server/ip and have the license reissued, but, you may only have one instance of it running at a time.

yes but the OP asked

If I buy an owned license, can I issue this license to any of my client on any server?

which he cannot do as he needs to be a WHMCS reseller to issue licences to his clients

Yes, easyhosting, you are absolutely correct and I wasn't attempting to contradict or correct you at all, just pointing out that the license wasn't tied to one server forever. I have two owned licenses and changed servers with them before.

its OK i knew that, just i thought you never read the OPs opening comment which he was asking if HE purchased a lifetime licence, could he then issue the licence to any of his clients on any server, which he cannot do.
