Not all contacts/profiles shown when updating domain contact info from domain list

I'm seeing a difference in behavior between changing domain contact info for one domain via the domain details page, and changing domain contact info for the SAME domain when checking the box in the domain list and choosing "Edit Contact Information" from the drop down at the bottom of the list.

 

I'm working with an account which has one contact. If I view the details of a domain name and click the button to update the contact info, the "Choose Contact" drop down has the primary profile AND the one contact listed.

 

If I go back to the list of domains, check the box to the left of the same domain name, and choose the "Change Contact Information" item in the Bulk Management Actions drop down, the contact information page shows ONLY the primary profile and not the contact.

 

Bug or somehow intended behavior?
