Payment problem - fraud allowed

Hi!

I use 2 currencies in my system, euro and local currency LEV (exchange rate is 1:5) and paypal and credit card gateways.

After one year i cecked the credit cards logs and, as i can saw, some user have been payed the total invoice (10 euros for example) using their CC but just 10 LEV (that mean 1/5 from total).

The customers are invited at the sign up, to choose the desired currency of the account.

The problem can be solved in some way from user profile>payment method>select to change default.

If the option is manually selected (is dificult to do that in the same moment of customer sign-up), all is ok, that mean the customer is forced to use one single payment method (pay pal for euros or CC for LEV).

Using hooks, i split the users in two groups starting from sign-up.

Is any posibility to set payment gateways for each group?
