Cart retained in invoice but not in Order

In the Modern Cart there is no "view cart" or "empty cart" option. We noticed in testing that historic browsing of products and services that did not go through the full purchase process (just to cart) for an existing user gets retained on the INVOICE but not in the ORDER.

 

This is BAD because the user sees an order for $10 but is billed $80.
