I'm not sure why you want a dev licence, but what the people have said above is correct as far as my understanding. I'm not sure if WHMCS allow this, but if you want a dev licence because you don't want to loose your current installation, why not just use the same licence key you already have on a new installation? You will only be able to have one active installation per licence key, but if your reason is that you don't want to loose your current installation, you could do it this way instead. Then when you're done, use your licence key on your main installation.
