Will WHMCS be able to fill my needs?

I am looking for a set up that will help me as a freelance writer. Will WHMCS make it possible so that:

 

Cllients can:

• Sign Up
  
• Post Orders
  
• Pay Orders
  
• View completed/incomplete orders
  

 

and

Admin can:

• View all orders, sort by ones needing to be complete
  
• Update order with the completed peice of writing
  
• Issue refunds if need be

Yes, you could use WHMCS for this purpose

Instead of hosting (which is what it is intended for) you would set the products as those you want to make available

 

However, these will need to be manually processed on receipt of the order and payment

Once you have processed the order and the customer has received their product and/or service can then view their receipt
