Apache rebooter when creating account for plesk 10

Whenever WHMCS creates a user account/domain in plesk it i seems to shutdown apache for a minute.

 

For example... If I have WHMCS set to automatically create the account upon order- as soon as a person finalizes their order when being redirected to the thank you page with confirmation # the page is just blank.

 

However, even though it's blank if you log into plesk you can see that the account and domain was created perfectly. But all the domains on the server go down and are inaccessible for a minute until apache comes back online. I turned on error reporting and this is what shows in my error log right when the order is places.

The goes through the usual entries when a reboot happens before coming out with this as the last line before everything is back to nromal:

 

[sun Feb 13 23:04:52 2011] [notice] Apache configured -- resuming normal operations

 

This also happens if I set things to be done manually and I click the create button in the client page.

 

Any ideas why it WHMCS would be shutting down / rebooting apache?
