Assign support deparment to client

Hi,

 

Is it possible to assign a hidden support deparment to a user?

 

I'm have a user with a "personal" ticket department so that the tickets are just visable for one person. Other clients are not allowed to select this department when sending a ticket.

 

I know I can hardcode the url (?step=2&dept=3) but I don't want that kind of solution.... Is there any other way?
