Can I test if a feature is enabled?

Is it possible to test if a feature is enabled or not?

 

I am trying to test if the affiliates feature (Settings - General Settings - Affiliates) is enabled and if so do something.

 

I can't see anything in the Smarty docs but it is probably because I am searching for the wrong words.

Add {debug} to the tpl file.

Remember to remove it when done.

I was hoping to have this enabled all the time so that I could conditionally test if say the affiliates system was enabled and hide/show accordingly.

 

I know it can be commented out but I like to make everything as dynamic as possible.
