Change Ajax Order Form Steps Sequence?

I am trying to modify the ajax order form so that the billing cycle option appears before the domain config option.

The documentation says customizing order/index.php allows you to customise everything from the logic and way orders are handled, to the sequence in which steps occur.

I am having a hard time figuring out how to change the sequence in which the steps occur.

 

I would like the billing cycle options to come up first (before the domain config options). It should be immediately obvious to the client that a choice of billing cycles/prices is available (IMHO).
