Custom Links in homepage.tpl not working?

Hello, I was hoping someone can help me out with this....

 

I'm using vbulletin to announce Updates and Server Outages which means I need to update the links in the homepage.tpl file away from networkissues.php to https://mydomain.com/fourms/fourm5821

 

I have changed these links via dreamweaver and notepad (just incase the issue was with dw) re-uploaded the file however even though the file has been overridden with the new one all the links still point to the old locations rather than the new ones.

 

If I remove an option entirely say 'domain checker' from the homepage.tpl file then the option disappears as it should on the website so the file is definately being uploaded its just the links don't seem to be changing.

 

Am I doing something wrong?
