How can I add custom items to an order?

Hi,

 

I want to add the items which is not belong to products list to an order ,or how can I add custom products to a client?

We sell many custom products,so I can't add all of them to the list.

 

I tried quote,I can add any items to a quote,but it can not be converted to an order!
