Firstly i create a domain template on my linux and windows server, then i create my server's info on whmcs panel . And finally i create a products on the panel with selecting "plesk" and server and named with the same name which i created template on plesk.
but both of them is not able to create the accounts windows returned me this error :

1013 - Template is not found
I had made thousand of time double check and both the template name was true, i've changed the server info to see if it could detect the connection error. And it detect and told me server connection error. So there is no problem with the server connection , and i am 100% sure the template name same.
and the linux server's error stranger then windows :
