Partially loaded page, $DisplayE rrors = on not showing anything

Hello, whenever I go into the configgeneral.php file or any configuration file, I see something like the image attatched below.

I've let it run for 1 hour before, it continously does this.

I've even enabled DisplayErrors

The javascript doesn' even work. There's no submit button and it lags my Quad Core i7 when loading a page.
