How to add API Admin?

As the title says...how do you add an API Admin with only API rights?

 

I know how to add an admin, but how do you add an API admin?

 

I get this error:

result=error;message=Authentication Failed;

First create an administrator roles from Setup -> Administrator roles

Add New Role Group

Give it a name like "API Admin"

Select " API Access" permission

 

Then, add a new administrator. Select the new role which you just created.

Ummm....I still get this error...

Add the IP address of the requesting server to the "API IP Access Restriction" box (Setup > General Settings > Security tab).

for localhost access to the api I must add in security section the ip 127.0.0.1 or "localhost" or nothing needed to local access ?
