Maybe it depends on style of order process you use. There are more types of templates you should edit. If you using cart order process, you have to edit /templates/orderforms/cart/complete.tpl If you using boxes order process, you have to edit /templates/orderforms/boxes/complete.tpl If you using default order process, you have to edit /templates/orderforms/default/complete.tpl If you using single page order process, you have to edit /templates/orderforms/singlepage/complete.tpl

I think you should follow description of our integration method WHMCS + Post affiliate Pro. Simply login to your merchant panel in PAP4 and go to menu Tools -> Integration -> Sale/lead integration. Than select WHMCS from list of integration methods.
