OK. The tracking code in complete.tpl is only working for new accounts. Where does it need to go for existing clients that signup new accounts?

Ok now I've read every post in the forum to work out how to edit the checkout confirmation page so I can add a small affiliate track code to it... I've tried editing the complete.tpl file but this doesnt work. I've changed every option in the config section for redirections and even cleared out all the cache. What is the secret to actually changin / adding affiliate code to the checkout confirmation page?
