Not sure if you are still having problems with this, but I had similar problems to you when migrating from another billing solution. The fix for me, was to delete my old templates from plesk, and recreate them. My only guess is that there is a bunch of old garbage like frontpage hidden in them, so even if you edit them, it doesn't change. HTH. -Dan

Shrink the "notes" textarea in templates/orderforms/*/viewcart.tpl I made mine 6 rows, and 75 cols instead of the default 4/100 -Dan
