That pic aint that hard to do, looks to me as if they used the rounded rectangle tool to make the boxes, then put in the extra images and text. Should only take a few minutes in Photoshop.

Well my WHMCS is going great and im gonna be making a new template soon, but before i do i want to change the header. Its a good header, but it a lil boring... Now i tried changing the header.tpl with a link to my SWF file i want, but when i refreshed the page, the whole header disappeared and left me with the navigation, the body and footer... Any ideas on what to do? Ive changed to it to.. /folder/filename.swf and even http://www.iv-hosting.com/folder/filename.swf I have also used the include tag, which also didn't work.
